It has found current leaking where it shouldn't: to earth, through water, or through a damaged appliance or cable. Resetting it doesn't fix the leak, so it trips again.
Usually a loose or failed connection rather than a leak, so the safety switch doesn't react. Marcus tests the circuit to find exactly where the break is.
